Mr. David J. Smith, P.E., C.H.M.M. Chief Engineer
 
As Chief Engineer for the Southeast Louisiana Flood Protection Authority—West, Mr. Smith’s responsibilities include development and implementation of engineering projects, QA/QC of levee system operations and maintenance, performance and submittal of required quarterly and annual inspections for 34 miles of Mississippi River Levee and 66 miles of Hurricane Protection Levee System within West Jefferson and Orleans Parrish. Additionally Mr. Smith provides engineering design review, construction oversight and QA/QC on all U.S. Army Corps of Engineers Westbank and Vicinity Projects. These include construction of earthen levees, T-Wall, floodgates, pump stations, sector gates other flood control structures.

Prior to joining the Southeast Louisiana Flood Protection Authority Mr. Smith served in the roles of Regional Vice President of Business Development and Area Vice President of Operations for Veolia Water based in New Orleans. As Area Vice President of Operations he was responsible for the Operation and Maintenance of more than 20 contract operated Water and Wastewater systems in Louisiana, Mississippi and Alabama producing more than $50M in annual revenue. As Regional Vice President of Business Development, Mr. Smith directed the work of the International Water Team engaged in the development of a Public-Private partnership approach for the operation and management of the Sewerage & Water Board of New Orleans' water and wastewater facilities. Additionally, Mr. Smith was responsible for Water and Wastewater business development activities in Louisiana, Mississippi and Alabama which included contract pricing and negotiation, proposal development, project due diligence, strategic planning and overall project management.
